(1) According to sub-rule (2) of rule 16, the commission may partially or fully include the opinions and responses received in the report after considering its propriety.
(2) According to rule 16, after the completion of taking opinions and responses, the Commission shall prepare a final report on the accident based on the collected details and submit it to the Ministry.
(3) Notwithstanding anything written in sub-rule (2), the Commission will not be hindered from preparing the final report just because the state as per sub-rule (1) of rule 16 has not sent its opinion and response within the period as per sub-rule (2) of the same rule.
